Equalities Impact Assessments, Equalities Audit and ethnic monitoring

All new policies or Service Reviews are required to have Equalities Impact Assessments carried out before decisions are made. The corporate Race Equality Scheme lists all the services that are required to carry out Equalities Impact Assessments and their due dates. Bristol City Council agreed in 2004 that these must all be generic Equalities Impact Assessments addressing race, gender, disability, sexuality and age.

Guidance on carrying out Equalities Impact Assessments is available on this page and regular training courses are carried out by the Equalities and Inclusion team.

Equalities Audit

Each year the Research and Statistics team produces an Equalities Audit which can be used by managers to give baseline data for their Equalities Impact Assessments so that they can compare it with their service data. Please contact Ruth Pickersgill if you would like a printed copy.

The corporate document, Catching in the Rye and the State of the Neighbourhoods on the Bristol Partnership website (see links to the right) also give you useful baseline data for EIAs.

Ethnic monitoring

All schools and the LA are also required to analyse their data relating to achievement, attendance, exclusion and participation to address any equalities issues. Schools should be careful to carry out accurate ethnic monitoring.

Guidance on ethnic monitoring for schools is available on the DfES website on http://www.standards.dfes.gov.uk/ethnicminorities/collecting/763919/. However, this year, new ethnicity categories have been introduced by the LA as has first language monitoring. Guidance is available by using the various links on this page, or by calling the SIMS Team on 0117 90 37999

LA services should use the same guidance for pupils, but should use the Equalities Monitoring form for monitoring adults (see link and guidance).
