
EMAG Statement Form 2007/8
This year, what we require from you is a simple statement as to which interventions you are adopting to address BME attainment and how the EMAG grant is being used. The form covers the financial year 2007/8 and the interventions should be costed and the total of the funding should be your total EMAG for 2007/2008. The Ethnic Minority Achievement Grant (EMAG) comes from the DfES to support activities specifically designed to improve the attainment of minority ethnic pupils. The total allocation for Bristol for 2005/2006 is £1,036,269. Of this total the LA is able to retain 15% or £150,000, whichever is the greater, to support the following functions :
- keep under review and monitor the attainment and performance of all ethnic groups
- support schools in the development and implementation of their policies in relation to the grant
- disseminate best practice reflecting innovation and successful provision in the Authority and elsewhere
- support schools in providing CPD for staff supported through this grant
- put in place effective arrangements for co-ordinating other relevant LA services and initiatives designed to meet the needs of minority ethnic pupils.
The 85% remaining must be devolved to schools through a formula agreed by schools. Schools receiving allocations should:
- monitor the achievement of minority ethnic groups
- set clear targets and outcome measures agreed with the LA
- include within their SIPs strategies for raising the achievement of minority ethnic groups who are at risk of underachievement
- make appropriate provision for pupils for English as an additional language
- appoint or manage teachers and other staff funded by this grant or buy-back LA services. In either case, posts must be deployed effectively directly related to the objectives of the grant.
The formula for allocation to Bristol schools was renewed in 2004 after a lengthy consultation, and schools are now given points relating to:
| Number of BME pupils from underachieving groups + | Number of Pupils with EAL + | Number of Newly Arrived Pupils |
Multiplied by a multiple deprivation factor.
Those schools eligible for more funding than the equivalent of a .1 fte teacher are allocated the funding directly, and have to produce an annual EMAG Plan. The remainder of the funding is held centrally to fund the Ethnic Minority Achievement Team peripatetic team.

Data Collection
From Autumn 2006, we are requiring schools to collect data relating to the first language of all pupils (see first language – data collection guidance). We are also changing the ethnicity categories to have a separate category for Somali and Eastern European pupils. Contact the SIMS Team (0117 90 37999) for further information.
