The Equalities and Inclusion Team is in the process of being restructured and is under management of change procedures. Ruth Pickersgill is no longer working for Bristol City Council. Anne James is the interim Equalities and Inclusion Manager until April 2008.

 The CYPS Equalities and Inclusion Team exists to support, train and advise schools and the Service on equalities and inclusion issues. It also has a role in monitoring the implementation of national legislation and local policies that relate to equalities, (e.g. the Race Relations (Amendment) Act, Disability Discrimination Acts, SEN and Disability Act and other equalities legislation), particularly in relation to raising the achievement, and increasing the participation of different equalities groups in education and lifelong learning.

The Service has developed its policies, strategies and practices within the framework of the corporate Equalities and Anti-Harassment Policy. The key departmental documents is the Equalities and Educational Inclusion Policy.

The key functions of the team are:

  • to establish equalities and educational inclusion as a central tenet of school improvement and effectiveness, and to contribute to raising the achievement and participation of all equalities groups in education and lifelong learning
  • to monitor the use of the Ethnic Minority Achievement Grant and to support schools to develop action plans to target the resource effectively
  • to lead on the co-ordination and implementation of the Race Equality Scheme and the Equality Standard within the Children and Young People’s Services
  • to provide consultancy, training and advice on equalities and educational inclusion issues to schools and the Service
  • to support schools and the Service to meet their statutory obligations in relation to equalities legislation
  • to facilitate the Service’s relationship with minority ethnic communities, Disabled people's organisations, supplementary schools, Lesbian, Gay and Bisexual organisations and other equalities groups in the community through the establishment of consultation structures
  • to co-ordinate, monitor and promote equality in service delivery
  • to promote, establish and develop a wide range of initiatives, projects and programmes that promote equalities issues within the Children and Young People’s Service and Bristol schools.

The team consists of:

Interim Equalities and Inclusion Manager, Anne James (tel: 35 33309)
Particular responsibility for Ethnic Minority Achievement Grant monitoring of schools, strategic policy development on equalities (e.g. Raising BME Achievement Strategy), ensuring the Service and schools comply with their statutory responsibilities in relation to equalities, policy development, representing the Service in corporate and national equalities meetings and CPD, staff and governor training.

Inclusion Coordinator, post vacant due to secondment,
but covered by Manager and part time EP, Aoife McNally (tel: 35 33306)
Particular responsibility for supporting schools working towards the Bristol Inclusion Standard, inclusion classes, access developments, disability equality and consultation work with young people.

Race Equality Officer, Susan Coombes (tel: 35 33308)
Particular responsibility for monitoring and dealing with racist incidents in schools, multi-agency work on tackling racism, race equality and community cohesion, and ensuring schools develop effective race equality policies and plans.

Supplementary Schools’ Coordinator, Kweku Ata-Amonoo (tel: 35 33307)
Particular responsibility for supporting the development of supplementary schools from BME pupils, co-ordinating a supplementary schools’ forum and newsletter and improving the liaison between the mainstream and supplementary school sector to raise the achievement of BME pupils.
